I think the more intelligence, knowledge, education and experience someone has, the better choices they make using intuition because they don't need to research as much anymore. So the point here is to use your work ethic and motivation to acquire knowledge, wisdom and experience to develop better intuition. The concept of free will is irrelevant to this scenario. It's either do the work or have weak intuition. The concepts of free will and determinism don't even need to enter the discussion...
It's just a great way to define the so called " free will " because once you do put in the work you extend that freedom of choices, one who doesn't know anything cannot choose anything and is dictated by instinct ( reptilian brain as science calls it ) which is inherently far from free will, an instinct will always fight to protect life itself.
But it's awesome to see how we've become so advanced creature that our thinking can beat instincts ( suicide is an example ).
So I guess our thinking did evolve to be able to have expertise in this culture but as I stated, not in such a big group culture that it will never be able, but you do need less complex structure for a smaller sized group so a less pushed expertise.
Or maybe it's our complexity of thought that has made our society become so complex, it is there a really vast subject and I'm not sure how you can even prove which way it goes.
