I finally caved in and bought a Discover Pass. Now I can go to state parks and DNR land and not get ticketed. Someone on reddit mentioned a logging road clearing near Larrabee state park that had good views. It's pretty close by, the longest part of getting there was probably driving up the gravel road which took like 15-20 minutes. Once at Cyrus Gates Overlook, take the Rock Trail to the Lost Lake Trail heading south. As it starts to curve around there is a little offshoot trail that goes up to the logging road.
