This option is still on the table, I am still monitoring how things are evolving at this stage. The goal is for every member to get the best valued upvote reward while we grow membership. But if we have to pause adding new members and grow within to a point where we can allow for new membership again, then that will be done. It is important to me that we are happy with the upvotes we receive and not be too many than that we are many and many people are complaining about poor upvotes or missed upvotes.
