오늘은 '앤드류 양'이 어떤 배경에서 출발하여 자신만의 가치관과 정책 방향을 갖고 대통령 후보에 나선 인물인지 이해할 수 있는 영상을 한 편 준비했습니다.

이 영상은 지난 2018년 8월 10일, 미국 아이오와주 Clear Lake에서 민주당원을 대상으로 한 앤드류 양의 명연설입니다. 이 영상 한 편을 통해 그에 대한 기초적인 정보를 충분히 얻을 수 있을 것입니다.

I want you to reflect a little bit how on what brought you here tonight. Because I was thinking about what brought me here tonight.

오늘밤 여러분이 왜 이 자리에 오게 되셨는지 한번 상기해 주셨으면 합니다. 저는 왜 오늘밤 제가 이 자리에 오게 되었는지 줄곧 생각해 보았거든요.

The Democratic Party of the United States of America is the greatest hope and force for progress in our country today. You all are going to determine its future. It is not an exaggeration at all to say that the future of the country rests in your hands.

Thank you all the incredible work that you do leading us every day and fighting the fight. I know it's been hard this last couple of years but help is on the way.

미합중국의 민주당은 오늘날 나라의 발전을 위한 가장 큰 희망이고 힘입니다. 여러분 모두 국가의 미래를 결정할 것이며, 국가의 미래가 여러분 손에 달려있다는 것은 결코 과장된 얘기가 아닙니다.

■ [01:05] This is Andrew Yang. 제가 바로 앤드류 양입니다.

Now I'm not from here as you may have gathered. My parents immigrated to this country in the 1960s they met at graduate school.

I was born in a town called Stu connected in New York. My father worked for GE and then IBM. My father's a physicists, my mother's an artists, my brother's a psychology professor, and I became an entrepreneur and CEO.

저는 여기 모이신 여러분들과 같은 출신이 아닙니다. 저의 부모님들은 1960년대에 이 나라로 이민을 와 대학원에서 만나셨습니다.

■ [01:26] 7 years of journey. 지난 7년간 해온 일.

I built an education company that was sold to a public company in 2009, and I looked at the nation's problems at that point I made a little money and so I thought to myself, ‘What are the biggest problems that I see?’

The biggest problems that I saw were that so much money and energy and talent was heading to the coasts, and not to places like Iowa including people who were from places like Iowa. Many times they thought they had to leave for better opportunities.

So that was the problem that I saw and I said we can do something about that, so I donated 120,000 my own money, started calling rich friends, and said “Do you love America?”

And then the savvy among them said “what does it mean if I say yes to that question?” and then I said “At least $10,000”, and then enough of them said “I love America”.

그것이 제가 본 문제였고 저는 우리도 여기에 대하여 무엇인가를 할 수 있다고 했습니다. 그래서 12만 달러의 제 돈을 기부했고, 부자인 친구들에게 전화하기 시작했으며, “미국을 사랑하니?”라고 말을 건넸죠.

We launched with a budget of about a quarter million, today our budget’s about 25 times larger, thousands of young people have joined MIT or applied to ‘venture for America’, and hundreds have headed to cities around the country to help create businesses and help businesses grow. So that's what I've been up to for the last seven years.

I'm an entrepreneur and a problem solver who likes math,
and I say that because people have told me that the opposite of Donald Trump is an ‘Asian man who likes math’, now I'm here tonight to tell you all a story in numbers in part.

and I'm going to answer a question that you have been grappling with for the last two years, and it may be perhaps the most important question of our time, and that question is this,

저는 사업가이자 수학을 좋아하는 문제 해결사이고, 사람들이 제게 도널드 트럼프의 상대는 ‘수학을 좋아하는 아시안인’이라고 말해주었기 때문에 제가 오늘밤 이 자리에서 여러분께 숫자로 된 이야기를 좀 할까 합니다.

여러분이 지난 2년 동안 겪어왔을 질문에 대해 제가 대답을 하겠습니다. 이 질문은 우리 시대에서 가장 중요한 질문일지도 모르는데, 질문은 바로 이것입니다.

Why did Donald Trump win in Iowa by nearly 10 points in 2016?
For that matter,

Why did he win Michigan?
Why did he win Ohio?
Why did he win Pennsylvania?
Why did he win Missouri?
Why did he even win Wisconsin?

2016년 도널드 트럼프 후보가 아이오와주에서 거의 10포인트 차이로 이긴 이유가 뭘까? 이 문제에 관해 계속 얘기해 볼 것이,

왜 그가 미시건주에서 이겼을까?

Now that is the question of our time, and the answer is in the numbers. Because again I love numbers so I dug in, and the most direct correlation I found was that the more manufacturing jobs were lost in a voting district due to automation the more blue turned to red in that district.

The reason why Donald Trump is our president today is that we've automated away 4 million manufacturing jobs in Michigan, Ohio, Pennsylvania, Missouri, Wisconsin, and nearly 40,000 right here in Iowa.

How many of you personally know someone who has lost his or her job in manufacturing over the last number of years?

I'm sure a number of you do and I've been in the in these communities in the aftermath of the plant closing. I heard from Mitch right here an old wine in Northeast Iowa what happened there. When jobs disappeared that's when despair takes its place and that's when blue turns to red.

여러분 중에 개인적으로 지난 몇 년간 주변에서 실직한 사람을 본 분이 몇 명이나 되십니까?

제가 확신하건데, 여러분들 중 많은 분들이 그러했을 것이고, 저 역시 공장 폐쇄의 여파로 고통받는 지역 사회에 가보았습니다. 제가 듣기로 여기 아이오와 북동에 위치한 이곳 밋치의 오래된 와인 생산 지역에도 무슨 일인가 일어나고 있다고 하더군요. 직장이 사라지면 절망이 자리잡게 되고, 그때 민주당에서 공화당으로 민심이 옮겨가게 됩니다.

■ [04:31] Why do our jobs continue to disappear? 우리의 일자리는 왜 계속 사라질까?

So I have some bad news I was just in Silicon Valley last month and this is going to get worse before it gets better. The engineers and scientists of Silicon Valley are working on solving the business problems of today, but as they succeed in solving these problems their solutions are not going to improve your lives or our lives together.

What they're going to do is to make human labor, your labor, our labor less and less central to the economy and more and more obsolete. Now this may seem far-fetched are futuristic to some of you but it's the hard truth and if you look around you Iowa has lost 12,000 retail jobs since 2001.

지난달에 실리콘 밸리로부터 나쁜 소식이 들렸는데, 이것은 나아지기보다는 더 나빠질 것입니다. 실리콘 밸리의 엔지니어와 과학자들은 오늘날의 비즈니스 문제를 해결하기 위해 노력하고 있지만, 그들이 이 문제를 해결하는데 성공하더라도 그 해결책은 여러분의 삶이나 우리의 삶을 향상시키지 않을 것이란 점입니다.

그들이 하려는 것은 인간의 노동을 경제의 중심에서 줄이고 더욱 쓸모없게 만드는 것입니다. 여러분 중 일부에게는 그저 먼 미래의 일로 보이겠지만 이것은 불편한 진실이며, 여러분 주변을 둘러본다면 2001년부터 아아오와에 1만2천 개의 소매업 일자리가 사라진 것을 알 수 있을 것입니다.

How many of you have noticed store is closing in your neighborhoods or area? there are another one hundred seventy eight thousand hard-working Iowans and retail and trade right now, and three of your seventeen malls are in danger of closing.

This is going to get worse. There are another over 30,000 Iowans who drive a truck for a living and this is the most common job in 29 states. My friends in Silicon Valley are working on trucks that can drive themselves, they say that there are 98% of the way there and these trucks will start hitting the highways in five to ten years. So the question is what's going to happen to the drivers at that point.

주변에서 상점들이 폐업 중인 것을 보신 분이 몇 분이나 되시죠? 바로 거기엔 17만8천 명의 힘들게 일하는 아이오와 주민과 소매점 그리고 무역상이 있고, 자그마치 17개의 쇼핑몰 중 3개가 지금 문을 닫을 위험에 처해 있습니다.

이런 현상은 계속 나빠지고 있습니다. 트럭을 몰며 생계를 유지하는 3만명 이상의 아이오와 주민들이 있고, 이는 29개 주에 가장 흔한 직업이기도 합니다. 실리콘 밸리에서 스스로 운전을 하는 트럭을 연구하고 있는 제 친구들 얘기로는, 개발 완료에 이미 98%의 진척이 있으며, 앞으로 5년에서 10년 안에 이런 트럭들이 고속도로를 차지하기 시작할 것이라고 합니다. 우리의 질문은 그 시점에 운전으로 생업을 유지하던 사람들에게 무슨 일이 일어날 것이냐는 겁니다.

There are thousands of call center workers in Iowa. How many of you saw that Google recently demonstrated software that can do the job of a call center worker? Someone's not in here. How many of you saw that.. Well, you can google it. You know and it's there, but these changes are real, artificial intelligence is real, autonomous vehicles are real.

아이오와에는 수천 개의 콜센터에 근무하는 직원들이 있습니다. 구글에서 최근에 콜센터 직원이 하던 업무를 할 수 있는 소프트웨어를 시연한 것을 본 분이 계신가요? 여기엔 아무도 없을 겁니다. 몇 분이나 보셨겠어요? 구글에서 찾아보시면 압니다. 정말 있는 일들이고, 이런 변화가 현실이며, 인공지능과 자동주행 모두 현실이란 것을 말입니다.

■ [06:20] Reality to face. 직시해야 할 현실.

This is the greatest economic and technological transition in the history of mankind. Donald Trump is the manifestation of this transition and our government has been decades behind in being honest about it and addressing it.

Now before I deciding to run for president I decided to try and talk to various political leaders about the fact that this is the core set of issues. And what do you think their responses to me were? “go ahead and shout them out” was it be fun.

이러한 현상은 인류의 역사에 있어 가장 큰 경제적 기술적 전환입니다. 도널드 트럼프의 당선은 이러한 전환의 징후이며, 우리 정부는 수십 년이나 지나서야 이 사실을 인정하고 다루기 시작했습니다.

저는 주요 이슈가 될 이런 사실에 대하여 다양한 정치 지도자들과 논의를 시도해 보기로 하고 나서 대통령 경선 출마를 결정하였습니다. 그리고 사람들이 제게 어떤 반응을 보냈을 것 같습니까? 재밌게도 “가서 그 이야기를 크게 외쳐 주세요”였답니다.

The solutions I heard were these.
One, we cannot talk about that.
Two, we should study that further.
And three, we must educate and retrain Americans for the jobs of the future.

Now that third one sounds great. I'm a Democrat, I love education, I love retraining. But again I looked at the numbers and we know what happens in the aftermath of losing these manufacturing jobs that only less than 10 percent of manufacturing workers qualified for federally funded retraining programs, and if they did participate the success rate was less than 20 percent.

제가 들은 해법들은 이러했습니다.
첫째, 그런 얘기를 할 수 없군요.
둘째, 더 연구해 봐야겠군요.
그리고 마지막으로, 미래의 직업을 위해 미국인들을 교육시키고 재훈련시켜야겠군요.

마지막 얘기는 듣기에 좋습니다. 물론 저는 민주당원이고 교육과 재훈련을 지지합니다. 그러나 다시 말하지만 저는 숫자를 보는 사람이며, 제조업 일자리를 잃고 나서 10% 미만의 노동자들만이 연방 정부가 지원하는 재교육 프로그램 만족시키고, 설령 그들이 실전에 참여한다고 해도 그 성공률은 20% 미만인 일이 벌어진다는 것을 우리는 잘 알고 있습니다.

We know that almost half of manufacturing workers that lost their jobs left the workforce and did not work again. And that nearly 1/4 of manufacturing jobs that lost their jobs left the workforce and never worked again. So those are the numbers that is the story the numbers are telling us and this is the challenge of our era.

제조업 노동자의 거의 절반이 일자리를 잃고 노동력을 허비한 채 다시는 일을 하지 못했으며, 이렇게 잃어버린 일자리의 1/4 가량도 영영 소멸되고 말았습니다. 이러한 숫자들은 우리에게 이것이 우리 시대의 도전이란 것을 알려주는 숫자들입니다.

■ [07:58] Solution to the problem, and policy. 문제의 해결책, 그리고 정책

Now the question is what are we going to do about it the problem is this big, and the answer is, as John alluded to, we must fundamentally shift the way we perceive work and value in our society.

I have a three-part plan to make this happen and solve for the greatest issue that threatens our way of life today.

이제 질문은 이 큰 문제에 대하여 우리가 어떻게 해야 되냐는 것이며, 이에 대한 대답은 존이 언급했던 것처럼, 이제 우리는 사회에서 일과 가치를 받아들이는 방식을 근본적으로 바꿔야 한다는 것입니다.

■ [08:18] First policy, free dividends. 첫 번째 정책, 자유 배당금 실시.

Now the first is the freedom dividend where every American adult would receive $1,000 free and clear no questions asked every month to pay your bills invest in your families start new businesses and do what you want to do because you know how best you would use that money.

Already right now 31% of Iowans are working full time and cannot make ends meet and 59% of our fellow Americans cannot pay an unexpected $500 bill they are living paycheck to paycheck week to week and you know that is the reality for many of your friends and neighbors.

We can change that we can give Americans a raise so that so many of you might think “Wow, that sounds phenomenal too good to be true!” but I want to give you some background in history.

A law almost exactly like this past the of Representatives in 1971 under Richard Nixon, Martin Luther King was for it a thousand economists signed a letter saying this would be great for the economy and society.

우리가 미국인들에게 수입을 올려줄 수 있도록 변화를 줄 수 있다고 하는데, 여러분 중 많은 분들이 “우와, 믿기 어려울 만큼 멋진 소리인걸!”할 것 같습니다만, 여기엔 여러 역사적인 배경이 있다는 것을 알려드리고 싶습니다.

과거 1971년, 리처드 닉슨 정권 당시 이와 거의 흡사한 입법부의 법안에 마틴 루터 킹이 지지하였고, 수천 명의 경제학자들이 경제와 사회에 좋을 것이라며 서한에 서명을 하기도 하였습니다.

And a plan just like this has been in effect in one state for 36 years where it has created thousands of jobs helped improve children's nutrition and lowered income inequality. What state is that? You may know it what I know.

Yeah it's on Alaska, and they use oil money. And I'm going to ask you all today Democrats of Iowa “what is the oil of today?” Technology! That's right. That is the oil of today.

그리고 이와 같은 계획은 36년 동안 어떤 한 주에서 시행되어 수천 개의 일자리를 창출했고, 아이들의 영양을 개선하였으며, 소득 불평등을 낮추는데 도움이 되었습니다. 여기가 어느 주입니까? 여러분도 다들 아실거라 생각합니다.

네, 바로 알래스카주입니다. 그들에게는 오일머니가 있죠. 그렇다면 오늘 아이오와주 민주당원 여러분께 묻습니다. “오늘날의 석유는 무엇입니까?” 테크놀로지! 네, 맞습니다. 기술이 바로 오늘날의 석유인 것입니다.

So my plan the freedom dividend would put 16 billion dollars into the hands of Iowans every year, so that you could pay your bills and do everything that you would do with a thousand dollars more per month, and would create over 40,000 jobs in Iowa immediately.

Now this is a very very big plan and a big move, but it's something that we can achieve because again you determine the future of this country, and we need to build an economy that actually puts human goals and values front and center invest in our people and build a trickle up economy. The Republicans have been selling that trickle down garbage for decades and we know it doesn't work at all.

They even know it doesn't work, they know it's nonsense. So we're going to build a trickle up economy from our people up our families up and our communities up and that's the first big move, I'll make as president.

공화당은 심지어 낙수효과가 작동하지 않는다는 것뿐만 아니라, 그것이 넌센스라는 것도 알고 있습니다. 그러니 우리는 개인의 소득을 높이고, 가족의 소득을 높이고, 공동체의 소득을 높여가는 분수 경제를 건설해야 하며, 그것이 제가 대통령으로서 만들어갈 큰 운동의 첫걸음일 것입니다.

■ [10:45] Second policy, Reduction of medical expenses 두 번째 정책, 의료비 절감.

The second is that we need to get healthcare costs off the backs of American families and businesses. I've been an entrepreneur and CEO and I know it's harder to expand your business, it's harder to hire, it's harder to start a business, it's even harder to switch jobs.

We spent twice as much as other industrialized countries on our healthcare than other countries because our system rewards activity and not healthfulness. And as president I will move us towards Medicare for all and get the incentives right.

두 번째는 미국 가정과 기업의 지원으로 의료비를 절감할 필요가 있다는 것입니다. 저는 기업가이자 CEO였으므로 사업을 확장하고, 창업하고, 직업을 바꾸는 것이 더 어렵다는 것을 알고 있습니다.

우리 미국은 의료 복지에서 건강이 아니라 활동에 대한 보상을 하기 때문에 다른 선진국들 보다 두 배나 많은 돈을 쓰고 있습니다. 저는 대통령으로서 모두를 위한 노인의료보험으로 나아가고 인센티브가 제대로 사용되게 할 것입니다.

■ [11:23] Third policy, Changing economic measures. 세 번째 정책, 경제 측정 방식 변화.

And the third thing is that we have to change the way we measure progress in our economy. GDP is something we invented less than a hundred years ago during the Great Depression, and even the inventor said this is a terrible measurement for national well-being. So of course what do we do?

Now I'm running for president right now, and my wife is working much harder than I am and those of you who have kids at home. Raise your hand if you have kids at home. Most of you? got to be more parents than that.

그리고 세 번째는 경제 발전을 측정하는 기존의 방식을 바꿔야 한다는 것입니다. GDP는 100년 전 대공황 시절에 만든 방식이며, 심지어 발명한 사람조차도 이 방식이 국가 복지를 측정하는데 최악이라고 말한 바 있습니다. 그러므로 당연히 무엇을 해야 합니까?

지금 저는 대통령이 되기 위해 뛰고 있지만, 제 아내는 집에서 아이를 키우고 있는 여러분들처럼 저보다 더 힘들게 일하고 있습니다. 가정에 아이들이 있는 분들은 손을 들어주시겠습니까? 대부분 다 그러신가요? 그보다 더 많은 부모들이 있을겁니다.

My wife is at home with our young boys who were five and two. One of whom has special needs and she's working much much harder than I do. What does GDP value her work at right now? Zero. And we all know that's nonsense. We know that she's contributing much more value than the average hedge fund investor or a Silicon Valley programmer.

We need to shift to new measurements for our economic progress things that matter to us like childhood success rates, mental health and freedom from substance abuse, environmental quality, median income and wealth, proportion of elderly in quality care that can actually retire with dignity. These are the measurements that would actually tell us how we're doing, and as president and I will establish the American scorecard and present on how we are doing every year at the State of the Union.

우리는 아동 성취율, 정서적 건강과 약물남용으로 부터의 안전, 환경적 질, 평균 수입과 부, 존엄하게 은퇴하여 받을 수 있는 양질의 의료 서비스 비율 등 우리에게 중요한 경제적 진보를 측정할 수 있는 새로운 방식으로 변환해야 합니다. 이것이 우리가 실제로 어떻게 살고 있는지를 알려주는 측정치이며, 대통령으로서 저는 미국의 성과표를 설정하고 미연합에서 우리가 어떻게 하고 있는지를 매년 발표할 것입니다.

So these are the three big ideas to get us through the greatest economic shift in human history, and I'm going to close with a conversation I had in Washington DC that will be familiar to some of you.

So I was going through these issues and saying “Look, this is a giant technology shift and the American people are being devastated through no fault of their own, what are we going to do about it?”

And this is what someone said to me, “you are in the wrong town. This town is not a town of leaders. This is a town of laggards and followers. We will be the last people to figure this out. And what you must do Andrew is you must create a wave in other parts of the country and bring it crashing down on our heads, and only then will we understand”. And that is why I'm with you here tonight Democrats of Iowa.

I need your help to create this wave, to build an economy from the ground up, to show that we still in the democracy, and that America needs your leadership right now. America needs your leadership, your courage, your vision, your compassion, your faith in your fellowship to light the way.

Now I've got to say that I've been looking forward to this occasion for a long time, because I know the power you have in your hands, even though you don't always feel it day to day, because you are fighting the fight. But I'm going to tell you that you are some of the most powerful people in this country, and that we are all going to come to you and ask you for your support and that's what I'm doing here tonight.

저는 이런 물결을 만들어내고, 풀뿌리처럼 올라가는 경제를 건설하며, 여전히 민주주의를 지켜가는 것을 보여주는데 여러분의 도움이 필요합니다. 이제 미국은 길을 밝히기 위해 여러분의 리더십, 용기, 비전, 연민, 그리고 동지적 신념을 필요로 하고 있습니다.

이제야 말씀드리지만, 저는 이 기회를 오랫동안 기대해 왔는데, 여러분들은 매일 싸워오느라 느끼지 못하시겠지만, 여러분들의 손안에 있는 그 힘을 알기 때문입니다. 여러분은 이 나라에서 가장 강한 사람들이며, 우리 모두 당신에게 다가가 지지를 요청할 것이며, 그것이 제가 오늘밤 이 자리에서 하고 있는 것입니다.

But together if we work our hearts out, we can show our fellow Americans that we still live in a democracy, that people matter more than money, that our values are more powerful than any lobbyists, and that we put everything we have into it, we can still build a country that we are proud of to live for our children.
