So, this is actually something Fantomah wore in the comics. In her earliest comics I always thought she wore a little, black dress, but she had a one-piece, black swimsuit with a transparent little skirt that she wore, also. Like this:
Also, sometimes her whole body turned blue instead of just the skull face.
