How do I create steem apps.

I've done a bit of browsing, and looked around but I can't really find any conclusive tutorials.

I want to make apps which will facilitate our quest against haejin, such as a cheaper version of anonsteem (3.1 steem instead of 3) but can't find out how.

Any help is appreciated.
