I shot it around 3 years ago, with my old Minolta Dimage A2. I simply put it on a street pole (the like you see in the picture some distance away), set the aperture to maximum (f11) to get the starry lights effect and increase the sufficient exposure time, manually focused - and voila! Around 15 sec. exposure.
