My country has a long way to go in the business world, as entrepreneurship and business ventures are relatively new in the country. Compared to other countries, it could be said that we are a bit behind in this area. Historically, the production of goods and services in Cuba was in the hands of the state. However, following the economic crisis that arose when the socialist bloc in Eastern Europe collapsed, new rules and resolutions have been implemented to boost trade and self-employment of private businesses. These measures have become key factors in the country's economic growth.
In Cuba, the need to develop and grow the economy has led to the implementation of various economic reforms in recent years. In this regard, the country has taken an important step with the entry into force in 2021 of Decree Law 46 of the Council of State, which authorises the creation of micro, small and medium-sized enterprises (MIPYMES) in the country. Havana is currently the province with the most economic actors, followed by Granma, Holgu铆n, Santiago, Villa Clara and Matanzas.
The main objective of these reforms is to dynamise the Cuban economy and encourage the participation of all sectors in the growth of the country and to promote the development of new products and services that meet the needs of consumers and stimulate production. The creation of MIPYMES will allow the diversification of the economy and increase productivity. In addition, these enterprises often have fewer resources than large companies, which forces them to be more creative and to find new ways of doing business. The implementation of these new economic actors also seeks to foster innovation and entrepreneurship among Cubans.
What are MYPIMES?
MYPIMES (Micro, Small and Medium Enterprises) are economic actors with legal personality, both private and state-owned, that focus on the development of activities related to the production, distribution and consumption of goods and services. MIPYMES are usually small family businesses that have emerged from private initiative and have managed to consolidate themselves in the market through the effort and dedication of their owners.
These enterprises can be an important source of employment for the local population, helping to reduce the unemployment rate and improve the quality of life of communities, and open up new opportunities for legitimate income by reducing informal work and giving young people the chance to find individual life projects. By generating employment, these enterprises can contribute to the economic development of the areas where they operate and to the creation of a more diversified and competitive business fabric. It is important to note that MIPYMES not only have a positive economic impact, but can also have a significant social and environmental impact. As smaller and more flexible enterprises, they can be more responsive to the needs of communities and the environment, and can better adapt to changes in the market and in society. MYPIMES are important economic actors for the Cuban economy, as they generate income that is used to pay salaries, buy materials and equipment, and reinvest in the business for its growth and development.
There are various economic activities that small and medium-sized enterprises can focus on, ranging from the production of goods to the provision of services. For example, some enterprises focus on software development, while others specialise in appliance repair, clothing manufacturing, food production, manufacturing of plastic objects, recycling, or construction services, among others.
In the services sector, MIPYMES can offer a wide variety of options, from beauty and personal care services, such as hair treatments, hygiene and make-up, to furniture and clothing manufacturing services. These enterprises can be an attractive option for consumers, with a wider variety of products.
Advantages of MIPYMES:
Small enterprises have a simple and flexible organisational structure that allows them to adapt quickly to the continuous changes in the economic context. In addition, they have a pioneering character in innovation and creativity, which allows them to offer individualised and differentiated products and services.
An additional benefit of small companies is that they allow for a highly immediate flow of communication among their members, which avoids the bureaucratic processes that hinder decision-making in larger companies. This allows them to be more agile and efficient in managing their operations.
Another positive aspect of small enterprises is that they tend to be created and developed in sectors with a small range of operations, in activities that do not require large costs or the use of mass advertising. This allows them to maintain a lower cost structure and to be more competitive in the market. In addition, small enterprises support regional balance and generate jobs in the communities where they are established.
Current challenges for MIPYMES in Cuba
The approval and creation of these enterprises in Cuba is an important step in the production of goods and services. However, the approval of these new enterprises is only the first step on the road to this goal. In the current economic context, it is a priority to continue working on the effective insertion of these figures in the Cuban economy and society and to dynamise their linkage with the State Enterprise.
One of the main challenges facing MIPYMES in Cuba is the need to produce more in order to satisfy the demands that have not been met so far. This implies improving production efficiency, adopting more advanced technologies and training workers to improve their performance. In addition, it is important to promote innovation and the development of new products and services that can satisfy consumer needs. It is essential that the Cuban state expand the alternatives for the acquisition of inputs and guarantee the efficiency of imports and exports that are carried out through state intermediaries. To achieve this, it is necessary to implement a series of measures that promote innovation, competitiveness and sustainable development of the Cuban economy.
The approval of the creation of Micro, Small and Medium Enterprises in Cuba is an encouraging sign that the country is moving towards a more modern and diversified economy. However, in order for these enterprises to thrive and contribute to the country's economic development, it is necessary to dismantle the prejudices built up over the years among officials, state enterprise entrepreneurs and other actors around private forms. The fact that Cuba is opening its doors to the creation of private enterprises is an important step forward. Despite these challenges, it is hoped that, over time, MIPYMES can become an engine of growth for Cuba.
