Account seems to be locked - Bandwidth exceeded - Help needed

I'm posting this for a friend. Everything was was working fine for 2 weeks and then, when trying to post a comment, he gets this message:

He cannot make posts or even redeem rewards. He can log in and see everything. Just can't do anything.

Could someone please tell me what it means and how it can be fixed.
