Moving the goalposts is a term often used when someone has an argument and then changes the reasoning behind their argument to better fit their pov because their original argument didn't hold water.
Or, maybe more properly stated:

Being in the restaurant industry right now is absolutely brutal, at least here in MN. Imagine owning a restaurant, having a customer base, a set of hours, a schedule, everything set up to work efficiently.....and then someone says change your hours, schedule these people more but not those people, those tables are allowed but not those ones, you can serve that person there, but not that one....
Now imagine that if you don't comply with these rules, you no longer can serve one of your main money makers, alcohol.
Why would anyone need a license to sell a product in the first place???
If any of these businesses decided to say "to hell with these rules", the state would just void their liquor license and they would no longer be sustainable.
Every month the rules change, I can't even begin to list all the ridiculous rules we have been asked to follow. Not to mention the safety implementations that have cost the owners tens of thousands of dollars out of pocket to install.
I say, let businesses decide what is best for them and their clientele. If the clientele doesn't approve or doesn't like it, that business will fail anyway.
These government rules are the equivalent to throwing shit on the wall and seeing what sticks.
I comprehend their reasoning....save lives from Covid.....but the degree at which they are ruining peoples lives from literally putting food on their table completely out weighs anything covid could possibly do.
Government has too much power, this is obvious. It's time to pull in the reigns.
