The assertion is true, it is better to be late than never showing up. At least, when you show up, there is a sigh of relief especially if they have been expecting you, probably you are with something important, peculiar to the event.
However, I am in no way encouraging lateness or laziness, I am only affirming a motive that is true. Some folks would take advantage of this kind of situation to come late on purpose, just for them to be missed and gain audience. It's bad! Eventually, they will figure it out especially when it is done often.
