When I first found this question on Google it didn't make a lot of sense but since it was there, it means plenty of people ask it.
I'm going to first explain why it doesn't make sense, and then I'm going to answer it the best way I can.
It's not a great question because progress and perfection are not competing for the same spot, it's not something for you to choose from, but it's a relationship to understand rather.
Progress and perfection are very yin and yang in their nature:
Yin=>female/passive/negative
Yang=>masculine/active/positive
Perfection is Yin, the very thing that compels and attracts, it is that which justifies making progress.
Progress is Yang, the force, the advancement toward the compelling ideal or perfection.
Just like yin and yang, they're not competing forces but they work together to create something new and beautiful.
Progress is rough, it's hard, it's strong, it's real while while perfection is an elusive ideal that can never be attained.
Progress is how we get closer to perfection while perfection is the very reason to keep going.
Asking what's better progress or perfection, it's almost as asking -what's better a man or a woman?
The real question is not who's better, but how to work together and create something beautiful.
Progress is gives you something to do everyday, while perfection it gives you a reason to do it.
Now that they explained why this is a bad question, let me also try to answer it.
So when/ why is progress better than perfection?
When you evaluate yourself you should look at your progress and how far you have come not at perfection and how much more there is to go.
When it comes to your actions progress is a great motivator while perfection can leave you paralyzed.
