As you know, guild brawl is fun and competitive if players could join the guild. Most of Guilds ask players make some contribution (DEC) to get in. It is fair and normal, but players can choose a guild according to your situation. No all guilds can start brawling. If guilds don't build their arena, they could not start brawling, and building arena need contributes DEC, so no wonder that most guilds need members make some contribution for all good.
