Should people not preserve their voting power and upvote the posts with the highest possible voting power so that the posts, which they had upvoted, would get the maximum profit?

I have seen that some people upvote until their Voting Power exhausts. Every user on Steem blockchain is given 100% voting power but it declines after every use. It replenishes about 20% after every 24 hours. Some people have fair bit of SP but they upvote until their voting power becomes almost zero and so as the value of their upvote. It is apparent that voting power determines the value of the upvote.
Do you think it is a good practice? Should they not preserve their voting power and upvote the posts with the highest possible voting power so that the posts, which they had upvoted, would get the maximum profit?
