VP (Voting Power) Management

Do not let VP drop below 75%.
If VP reaches 75%, pause voting until it fully recharges to 100% before resuming.

Refine the algorithm to exclude code blocks, images, and special formatting.

Exclude certain accounts from voting (e.g., spam, low-quality, or abusive users).
