all humans are independent to THINK but are not independent to ACT... so many times one wishes to do something but for different reasons he or she cant do it...for example, a person may want kill all its enemies, but to make it happen... well its never on.... like wise a person may want to go around the world or maybe go to the moon or may climb up mt Everest...but all that we want to do ,doesnt necessarily happen.... means that the DISCRETION to make what we want lies with someone else.... WHO IS THAT???? That is ALLAH.... The Lord, Creator,Sustainer.....
one can have all means for sleep but sleep will not come, one can have access to all medicine yet cure wont come, one can be at the best possible status but respect will not come... etc etc.... this means that EVERYTHING is in the hands of someone else...
