All you coders out there. If you have no idea about coding, what to do or where to start. How would you recommend learning from scratch?

There are lots of resources out there and lots of potential paths for learning. The approach that I put forward below is:
(a) All internet based - you just need a computer and a couch!
(b) All free. Free!
(c) It's aimed at beginners.
(c) It's also broadly the path that I took.
(1) Introduction to HTML / CSS
As you've mentioned webpages I would suggest starting with HTML and CSS. HTML provides the basic structure for a webage, using tags. CSS provides the formatting to give colour and design to this structure.
This khan academy course is a good introduction:

(2) Introduction to Javascript
There are lots of options for scripting languages to make your webpage interactive. Javascript is a popular choice. It's fairly easy to learn, there are lots of libraries to extend from the basics (jquery, react, vue are all js libraries / constructions) and you can also use it server-side.
This is a fairly good basic js introduction and follows on from the course above:
https://www.khanacademy.org/computing/computer-programming/html-css-js
However once you have the basics I found this course to be really good for building a practical project:

(3) Node.js and mongo.db
Once you've got the client side sorted then you can progress to server side. This will allow you to host your own website and handle all the data.
The Introduction to NodeJS with edX is quite technical but a good grounding. I'm still looking around for a simpler course but it's a fairly technical subject.
https://courses.edx.org
(then search for Introduction to NodeJS).
(4) Steem!
Once you know all the above, there are some good resources to get involved with the Steem blockchain and platforms.
There are a whole range of Steem with javascript tutorials here:

Good luck!
