I think emotional control is on a spectrum and depends on factors of how much we have "trained/ experienced" and the conditions in the moment. For a simple example, being tired is going to likely affect our patience and make catching outbursts harder. But, this can also be tempered with experience, can't it - we could possible affect the preconditions before we get there too.
Most people feel entitled to let their emotions control them, but expect no consequence to their actions.
