Allah Subhanahu waTa'ala said, meaning, "And witness with two fair witnesses." (Surah al-Thalaq: 2).
He Subhanahu waTa'ala speaks of the punishment of killing hunting animals at the time of ihram, "According to the verdict of two fair people among you." (Surat al-Maidah: 95).
From Aisha radiyallaahu 'anhaa that the Prophet sallallaahu' alaihi wasallam said, "There is no marriage except with a guardian and two fair witnesses." (Narrated by Ibn Hibban and al-Baihaqi, al-Albani al-Albani in Sahih al-Jami 'no 7557
