Technically No, Resource Credits are tied to your Hive Power and you can't give them away.
But you can delegate some HivePower to someone and the Resource Credits that come with it will be transferred to them. So this is a common way of giving new accounts enough resource credits to post, comment and upvote.
You also can delegate respurce credits to others, and you could do so for free or for a fee.
