Once it was used for taking oath of the people who works for the kingdom to be loyal to the king. Since we are not monarchy anymore, nowadays it is the tempel to take oath for the people who work for the local governmet.
The temple is quite old with some parts has been renovated. There is a big banyan tree in the inner yard which is about 400 years old.
