Freedom of speech is one of the democratic ways for people to express themselves in whatever means they can. Speech could be expressed through art, which communicates a lot to people indirectly instead of a direct way.
However, murals and paintings done in public places are not a way to people who come across, it's another way of communicating ideas or passing on information to people. Anyways, people view things differently and interpret things differently. I have never seen any art and paintings in public places that hurt me before. Instead, it's always beautiful to behold it and the creativity of the artists to put it on display.
I don't believe that offensive murals should be utterly banned simply because the other person dislikes them. Art is meant to provoke thought and communicate difficult truths to people that can't be expressed directly but through the arts displayed. If it should be banned, you're telling the Art students in the university that there is no need to study art, because they study art, there must be a practical aspect of it, which is what we have seen in our society.
Where I was schooled, in the School environment it's decorated by the art students with different paintings and art displayed as a result of their projects. Before you graduate as an art student in my school you must mold a human, a student, or anything like a canoe, a plane, and many creative ventures, which is always a beautiful sight to behold.
In this sense, artistic freedom should be well-protected. Not everything should be banned, arts like this add to the beauty of our society. Government policies should regulate the rules of it without affecting the work of art in our country, they should even encourage it more by putting the right art in the public spaces.
I like the art being displayed, even if it's found offensive it shouldn't be taken down. It might communicate history or lessons to the other person.
In all, artistic freedom shouldn't be banned but encouraged in our societies.
