Igor tried to prevent the Caspian state from getting stronger. And Igor and the Byzantine State were allied against the Khazar's. Igor created a powerful army and organized raids on the Caspian state. But there was no definite result in the wars. And the Khazar's were hindered by advocating the occupation of the lands of Igor and his troops.
