My place is in danger of flooding, it rained in less than an hour the water was already high

I have been living here for more than 5 years. The situation when it rains is different this year. You can see the picture above. The street in front of my house is soaked with water. It is because of heavy rain that it is less than one hour.
In the last four years, to reach such a high level of water, heavy rain needed more than five hours.
I tried to figure out what all the causes of the rise in the level of water in the heavy rain were.

• The development of TOL street near my house.
  There is a development of a TOLL street near my house. It is only around 1 km. The development eats up rice fields where rain water will be stored.
• The development of new housing areas.
  There are some rice fields that have turned into houses. Some developers continue to enlarge the area. And, this is the last rice field that exists here. You can see the board. A housing developer has bought the rice field. In the next 1 or 2 years, I will not see the green views of rice plantations.
  
• Narrowing of the lake as a water storage area.
  There is a small lake near my house. The area was narrowed because of the development of a school. Last year, a part of the lake was filled with land and a school was built on it.
  Those are three problems in my area. I am not sure if there is rain in long hours. I hope this year the rainy season will not be so extreme.
  
  This is a picture of the flood in 2020. The flood hit my area after a non-stop of heavy rain for a night.
  
  This is in front of my house. We did not go out. We waited for the water to get lower.
  In 2022 , there is not a long period of rain. I hope there will not be. I am afraid if there is heavy rain that lasts more than 5 hours.
  One of the solutions to face the flooding is to raise the floor of my house, but it will cost a high amount of money. I just hope that the rain will not last for hours this year. Thanks for reading, I hope you enjoy my story.
