Problem is people already combined cards to MAX that they never would have done if not for the removal of card level limits by league. Trust will be lost by those people I think if this proposal passes.

The situation right now in Splinterlands is pretty clear as we are in a death spiral where mainly prices of cards aren't holding up which makes buying packs a sure way to get absolutely crushed over time.

the entire system is set up such that value is supposed to go to the SPS token and from there it filters down into all of the other assets. For example, more demand for cards does not lead to more demand

Hard no from me. Instead of allowing ghost cards, the bot account should rent the cards. Card rental prices have been in the gutter for a while now, so renting cards would be cheap for the bots. Maybe

The proposal you have right now might not pass because of the rentals not counting for CP part. Maybe you should include rentals to count for CP in this proposal and then create a second proposal afterward
