I do believe they have gotten the order wrong of trying to increase the price of SPS with the idea that card values will follow instead of trying to restore card values which would make players more willing to buy new cards which could help SPS go up in value.

Agree. People don't look at the value of SPS when deciding whether to buy cards or card packs. They look at how the prices of old cards and the value of old card packs held up.
