Romans 13 is another passage that doesn't exactly mean what the typical English translations lead us to think. It needs to be read in context with Romans 12 and the rest of the letter as a whole while keeping in mind the audience. The presumption of who is owed what goes deeper, and the "taxes" and "authorities" terms don't directly translate to the IRS and the police of today.
