That is not to say the work that healthcare, police, community officers, mental health workers, addiction and housing specialists, homeless advocates isn't good, it's more to say they are pushing an elephant up a stairs. It is worth doing but there isn't an end in sight. There can be good to great outcomes for individuals and plenty of lives saved but there are plenty of deaths and suffering too.
