Design hours are paid after the hours are completed. Nothing is ever paid before. The only things that are pre-paid are merchandise orders and some logistics and if those are ever at any discrepancy the account is refunded. It rarely happens as we do our utmost to ensure all the expenses are calculated exactly as they are.

VP doesn't have a choice whether to pay designers for their hours based on what the designers may decide to do with the funds. If you were paid 100 HBD for example, and you decided to blow it all on dice games, we can't just say "we won't pay him for doing the job because he blew it on dice". If a person completed a professional task and received payment for their hours worked then those funds belong to that person and are at their discretion.
