Context

@valueplan "is an account to hold funds that will be distributed for medium-sized initiatives aimed at getting Hive visibility." (from first valueplan post). It is also the biggest recipient of DHF funds.

@valueplan has been funding @hivecreators since the beginning, not including the initial hivecreators DHF proposal. I would say @hivecreators exist because @valueplan fund them, but this is an opinion that I can easily give up if someone prove me that I'm wrong. Anyway that's not the question!

@hivecreators currently have 7,930,794 HBD in savings, from which they receive interest of around 250 HBD every month.
7,930 HBD which has been transferred from @valueplan to @hivecreators during 2022 to fund their activities.

Question

Why does @valueplan keep transferring funds to @hivecreators and they do not use that HBD in savings for their activities?
