Why would they begin to use a racial slur in official documents to begin with?

In the future they can be aware if the term is going to be consider a racial slur with a simple rule:

Is it a gender neutral term to refer to latinos and latinas?

If yes, then is a racial slur.

Spanish and Portuguese have no gender neutrality in singular nouns.
