🌾 3 cups bulgur (cracked wheat)
🌾 3 cups semolina
🧂 1 tablespoon salt
💧 Enough hot water to moisten the mixture
For the Filling:
🥩 2 pounds ground beef
🧅 3 large onions, finely chopped
🌿 2 cups parsley, chopped
🧂 Salt and black pepper to taste
