This is because the contract calls the claim action internally, meaning the 12 hour rule applies.
unstakeuser: The account unstaking tokens.quantity: The amount of tokens to unstake.unstake action also processes a claim for staking rewards. Therefore, you cannot unstake for 12 hours after the last claim.
