Difficult is not the same as Impossible or Illegal.
I hear what you are saying though. This is what I mean when I say the Authoritarians don't stop, they just pivot and change tact. They weren't able to legislate but they are still trying to do it in a more gradual way by making access to cash more difficult via the big banks.
There is growing resistance and awareness though. Cash usage in the UK was actually UP recently and there are active grassroots campaigns here for small businesses and consumers to use Cash more.
At the end of the day we have a competitive marketplace so if some banks (or businesses) decide to quit cash then they will lose customers. In the small town I live there was a pub and baker who were previously card-only that have recently re-adopted cash. Our local grocer acts like a bank in some ways, facilitating cash withdrawals from their card facility. The big bank closed their branch here, leaving our town bankless, but a local credit union has moved in to fill the void.
The struggle is real, but so is the resistance.
