Yes, road work cause delays. Sometimes it cause you to use an alternate route to travel. Regardless of the "hardship" it causes you, road work is something that is and will always be necessary. Roads and bridges (just like any thing else) eventually start to wear out, and they don't magically fix themselves.
No matter how inconvenienced you are by these delays, it doesn't give you the right to drive like an idiot. This type of people is the reason work zones are dangerous.
My job is to set up work zones. I install advanced warning signs, place channelizers for lane closures, close roads, etc. I see idiot drives every single day. People who think that just because they are inconvenienced, they can put lives at risk.
The bottom line is pay attention in a work zone. Read and obey they signs. Whatever is coming up ahead, there will be a sign to warning you of it. Whether it's a closed lane, lane shift, change in posted speed limit, closed road, etc. You will have plenty of notice if you pay attention. Even if there is no one out there working, you still need to obey the signs. They are there to protect not only workers but everyone drive on the road.
