FINALLY! The actual Carnivale Parade

this is my 15th? 20th? post on Carnivale and The Mardi Gras By The Sea Parade... and yet, this one is the actual first one from the parade, itself! Here, the Grand Marshal. I've seen him around town, as our Town Crier. He's been in the first car for every parade, we have ever been to. And he;s something of a fixture. I have no idea who he is, and I've passed him by hundreds of times over the last 30 years.

My task this year is to find out his name. Seems important to the town, so I think it only right!
Oh, and Apropos of nothing whatsoever, there's a Greek Flag and a Turkish Flag, flying right next to each other on the balcony,top middle of the image. Ironic, given their enmity towards each other? Or a statement about coming together?
