Thanks to @Abusereports, found @solisrex up voting old comments of his again.

Last time I caught @solisrex, he was using delegated SP that he gave to accounts of his own, to take from the reward pool and give to himself up votes for pointless comments.

The difference I guess, is that he is up voting himself without hiding behind delegations.

I guess one could consider that a step in the right direction

If you don't already, I would really recommend looking at @abusereports to see how many people last minute up vote themselves or other accounts, which usually belong to them, just to give to themselves.

The amount of abuse is quite ridiculous. But no matter how long I think about the problem, I cannot come to a conclusion that might fix the issue. It saddens me and makes me think harder at the same time. I love puzzles and to me, it is like a giant puzzle to try to figure out how to stop something that may not be possible to stop.
