I will quote the official document about how the matter was in the issue of vodka in the troops: "Despite repeated instructions and categorical demands for the issuance of vodka in the active army strictly according to the purpose and according to established norms, cases of illegal issuance of vodka do not stop." ... .. "Vodka is issued to headquarters, commanders and units that do not have the right to receive it. Some commanders of units and formations and of the staffs and directorates, taking advantage of their official position, take vodka from warehouses, disregarding the orders and the established procedure. 

Control over the consumption of vodka by the military councils of the fronts and armies is poorly posed. Accounting for vodka in parts and warehouses is in an unsatisfactory state ". Order of the People's Commissariat of Defense No. 4070 "On the procedure for storage and delivery of vodka to the troops of the active army" of 12.06.1942.
