This second amendment?

“A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”

Is the US Congress and Presidency openly hostile to the states keeping a well regulated militia? What laws have they passed that prevent the states from well regulated Militas?
