Dandelion has rounded head with yellow petals, but this one looks different. The two drooping unopened buds are immature flower heads, which just open with those white propagules when mature. This photo just called it local wild dandelion, meaning Philippine wild dandelion, which can be seen anywhere in the Philippines.
It is also a medicinal plant that can cure some illnesses.
