Unlike the Lightning-Network and the Normal State Channel , the Observer is a role set by the Ambr system to both punish malicious users and ensure the interests of both parties in High-Frequency Chain Breaking transactions. Ambr's off-chain protocol gives unlimited transaction processing capabilities. When the channel is established, both parties can choose their respective Observer for a small price. While users are Off-Online, their observers can guarantee the proof on the chain and ensure their interests.

Suppose a scenario where two people want to trade with one another, but cannot fully trust each other, they will need to go through the process of communication, payment, delivery, etc. Each part of the process leaves behind a footprint that can be used as evidence. The law states that if there is a disagreement, and if one party has enough evidence while the other party does not provide a more valid proof within a certain timeframe, then judgment is made in accordance with the evidence provided. However, consumers are unlikely to sue in court if the purchase amount is insignificant. In this case, to protect consumer interests, when consumers are not online, there needs to be someone who knows the details of their transactions to help detect malicious behaviors. By using the observer role and penalizing the malicious, the interests of both sides of the unchained transaction at high frequencies are guaranteed.
