We could maybe give him a pass when we thought he was another acolyte but after episode 4 we know he isn't and he's meant to just be a smuggler that "owes" the Sith. With that added context him being faster than Mae and quoting the Sith code in episode 2 is waaaaay more suspicious.
If it is him in the end, with what we've gotten so far and assuming they continue to nail it with his character (as I personally believe they have been), that's a great story there.
Obvious storybeats aren't always bad--sometimes, a story progresses in a way where there is only one or two natural conclusions
I've reached a point where I can confidently say that if it turns out Qimir isn't part of this in some way, whoever is behind that mask is going to have to be an insane twist that is both shocking and logically satisfying with what we've seen.
