It's not about being one tribe. It's about the fact that some people are mentally ill and need the proper care and treatment, which will not be possible without institutionalized care. There is also the fact that the rest of us should not suffer and be put in danger due to a small percentage of people that need help running loose and crapping in the streets or attacking people walking by.
