Generally the surfers who are natural (left foot forward) stand on the right hand side (our right), hence why there are more. And the goofy footers (right foot forward) generally on the left.
From there they take turns when someone falls off, the alternate side jumps on. It works well... almost too well. Everyone gets a go, and if you are goofy, then you probably get twice as many goes.
