Mansa Devi Temple is a Hindu temple dedicated to the goddess Mansa Devi, the nature of Shakti. This temple is located in Panchkula district of Haryana state of India. Temple complex spread over 10 acres on the Shivalik foothills of Bilaspur village near Panchkula and Mani Majra. Mansa Devi Temple is situated at a distance of 10 kilometers from Chandi Mandir, which is situated a little distance from Chandigarh and is a Goddess Temple. It is one of the main power temples of North India. Many thousand devotees from abroad come to visit this temple. And mainly during the Navaratri fair, during these 9 days, the number of devotees coming to the temple reaches lakhs.

The Manasa devi temple was constructed by Maharaja Gopal Singh of Mani Majra. Which is located on the Shivalik foothills of Bilaspur village of Panchkula tehsil. The construction of the temple was made during the year 1811 - 1815. A Patiala temple is located 200 kilometers from the main temple. It was built in 1840 by Maharaja Karm Singh of Patiala. This temple was for the protection of the Manimajra feudal kingdom. After the merger of principals in PEPSU, the protection of the state government was over and the temple was not taken into account. After this, the king appointed a priest whose duty was to worship Puja on the service of Soft deities in this temple. After the merger of princely states in Pepsu, it is in connection with the management of the priest temple and became free to control it and to decide on the land related to the temple. He neither used to maintain the temple nor provided the necessary facilities of devotees coming to the temple, due to which the condition of the temple was getting worse every day. Even for the pilgrims coming to the temple during the Navaratri fair, there was no proper arrangement in the temple. As a result, the Haryana Government took control of which temple in his own hands and And Shri Mata Mansa Devi established the Shrine Board (SMMDSB) Panchkula Trust which could maintain the temple. Until the establishment of this board, the temple was in very poor condition.

At present, the Sri Mata Mansa Devi temple complex and its environment have been established by Shri Mata Mansa Devi Shrine Board Panchkula which is a trust. Keeping in mind the historic and mythological importance of the temple, the Haryana Government has created a law (Haryana Act No. 14 Of 1991) according to which the development of the temple of the temple of Shri Mata Mansa Devi is managed by the management administration and the control of this temple in the hands of the Haryana Government. After the passing of this law, the Haryana government also constructed the temple and buildings related to the temple. It is said that the wishes of all the devotees who come to the temple are fulfilled. The Shrine Board is being run by the Chief Minister of Haryana as its Chairman, which was constructed to protect the temple and preserve the heritage of which area.

The festival of Navaratri is celebrated for 9 days in the temple. Several million devotees come to visit this temple twice a year. Shardiya Navratra mela are organized at the shrine complex during Chaitra and Ashvin months. Every year two Navratra melas are organised in the month of Ashvin (Shardiya, Sharad or Winter Navratra) and other in the month of Chaitra, Spring Navratra by the Shrine Board. Lakhs of devotees pay obeisance during the Navratra mela held in Ashvin and Chaitra and temples remain open throughout the day. These melas are of 9 days duration each time and concludes on the 9th day. The shrine Board makes elaborate arrangements for the comfortable stay and darshan of the devotees. The board makes arrangements for the provision of Chhowldari, tented accommodation, durries, blankets, temporary toilets, temporary dispensaries, mela police post and lines. During the mela, Duty Magistrates and Nodal Officers are appointed to look after the devotees and smooth conduct of the mela. On the 7th and 8th day of Navratras, the temples of Shrine Complex are closed only for two hours during the night for cleaning maintenance of the temples. For the rest of Navratras, the temples remain open for darshan from 5 a.m. to 10 p.m.

Located at a distance of about 10 km from the Chandigarh bus terminus and 4 km from the Panchkula bus terminus, the Mansa Devi temple can be reached by local buses or auto rickshaws.
