State lawmakers recently decided to crack down on online advertising for home-sharing, punishing people who allow guests to spend the night in their apartments with $1,000 fines. That's lenient by comparison to some places. Homeowners in Kauai County, Hawaii, face fines of $10,000 per night if they allow people to stay in their homes, and officials have even dispatched investigators to local beaches to interrogate tourists about where they're staying.

The target of these crackdowns is the so-called "sharing economy," which has opened new opportunities for homeowners nationwide to make money, keep up with their mortgages and improve their local economies by renting out their homes. Today, just one home-sharing company, Airbnb, offers more rooms than major international hotel chains such as Hilton and Marriott. Consumers benefit from more choice and lower prices, and communities benefit from visitors who support local businesses and greater incentives for homeowners to maintain their houses.
