I'm afraid I do not know much about your area but I wonder, do those residents have the ability to move or does circumstance hold them in place. I know here for instance, that there are people who have no choice but to stay where they are despite there bing better options elsewhere. The lines are blurred between the classes a little more these days, the middle class is disappearing (at least here) but in truth the lines are still clear.
