That message you've shown is from Cloudflare. It's for DDoS protection, and looks like Cloudflare temporarily banned your IP from accessing the site. It's on stringent settings while the site is being DDoS attacked, which can and does stop even some of users who aren't malicious from accessing the site temporarily.
