Gross revenue refers to the total amount of revenues that a municipality takes in from tax receipts and other income sources. Often, [muni(@leoglossary/leoglossary-municipal-bond) bondholders compare these gross revenues to spending in order to determine the sustainability of that spending.

For example, suppose that a municipality has gross revenues of $1 billion per year from tax receipts and other income sources. These levels could become problematic if gross spending exceeds that amount over a prolonged period of time.
