Humans get used to all kinds of situations, and after so many months of living in constant alertness and threat, people relax and stop observing the rules, neglect security measures and start a kind of dangerous lottery where people never they know when they are going to exceed their level of risk, and they are going to have to pay for such carelessness.
That people no longer take security measures very seriously is problematic and all too common, from what I've read. That can lead to a resurgence of cases, but even so, the population may not want to follow the security measures.
